Youth Local Councils

USAID’s work to establish the Youth Local Councils (YLCs) in the West Bank began in 2008.  To date, 19 youth councils have been formed. Members of the YLCs are aged 15-22.  Collectively, the 19 youth councils have 6,971 general assembly members (71 percent male, 29 percent female). Any individual interested in participating in the council is welcome as long as they meet the age criteria and reside in community represented by the council. Once established, the council calls for nominations for an elected council of 15 members. Those interested in running for office receive training on campaigning and communicating with the public. Of the total number of general assembly members, 251 members were elected to serve on the elected council (59 percent male, 41 percent female). 



Currently, USAID’s Local Government and Infrastructure Program (LGI) provides active support for networking and implementation of local initiatives, resulting in widespread recognition of YLCs in their respective communities. YLCs are designed to increase awareness of local governance issues among youth, while increasing their sense of civic duty.  Having paid special attention to ensure the participation of women in the YLCs, LGI has ensured equal participation of men and women, to the extent possible.  As a result, young women are learning that they have – and demanding that they use – a voice in their local communities. In addition, they are taking on responsibilities to enhance the lives of citizens in their communities.  This type of involvement is uncommon in Palestinian society, particularly in villages, and these young women are leading the path to a positive change in their local cultures, promoting women empowerment.
