Value Chain Case Study: Development of a Public Sector Value Chain in Solid Waste Management

The Challenge: Developing a Public Sector Value Chain

What key strategies can be deployed for value chain development within a public service sub-sector? Can a Public Private Partnership (PPP) create a more sustainable value chain? Utilizing the experience of the CHF Ghana Youth Engagement in Service Delivery (YES) Program, this case study analyzes the solid waste management (SWM) industry in Accra, the capital city of Ghana, to better understand the unique challenges of strengthening a “public sector” value chain and public-private partnerships. The YES Program, supported by the Bill and Melinda Gates Foundation, is designed to support the creation of employment opportunities for youth – especially in low-income and indigenous communities – in the solid waste management value chain. Through a youth-inclusive analysis of the value chain and market, the program explored the most effective roles that private and public sectors can play in the solid waste management industry in order to improve service delivery and create economic opportunities for underserved populations.
